Guidelines (MMNBA) for providing Financial Assistance to Male Students from economically weaker families under Mukhya Mantrir Nijut Babu Aasoni 2026
Overview The Government of Assam, through its Higher Education Department, has introduced the "Mukhya Mantrir Nijut Babu Aasoni" (MMNBA) scheme. This initiative provides monthly financial assistance via Direct Benefit Transfer (DBT) to male students from economically weaker families. The primary goal is to support their continuation in Higher Education studies, specifically those enrolled in the 1st and 2nd years of Undergraduate (UG) and Postgraduate (PG) programs in Government and Provincialised Higher Educational Institutions across Assam. The scheme aims to increase male student enrollment, reduce dropout rates beyond the Higher Secondary level, promote social equity, and align with NEP 2020 goals by ensuring gender-balanced support. Eligibility Criteria To be eligible for financial assistance under the Mukhya Mantrir Nijut Babu Aasoni, male students must meet the following criteria: Domicile: Must be domiciled in Assam. Family Income: Belong to a family with an annual income of less than Rs. 4.00 lakh. Admission Status: Must have been admitted under the Fee Waiver Scheme of the Government of Assam. Enrollment: Must be enrolled as a regular student in: Undergraduate (UG) 1st and 2nd Years. Postgraduate (PG) 1st and 2nd Years. Enrollment must be in Government or Provincialised Educational Institutions in Assam. Marital Status (UG Students): UG male students who are married are NOT eligible for the scheme. Other Schemes (UG Students): UG male students who have opted for the Dr. Banikanta Kakati Merit Award (Scooter) are NOT eligible. Other Schemes (PG Students): Postgraduate students availing the CM's Jibon Prerana Scheme are NOT eligible for this scheme. Academic Standing: Students who have not enrolled for the final examinations of the previous academic year shall also not be eligible. Attendance (Existing Beneficiaries): For existing beneficiaries, a minimum of 70% attendance in the previous year is required. Discipline: Beneficiaries must maintain discipline and comply with all institutional rules and regulations (regular attendance, academic conduct, respectful behaviour). Violations like misconduct, indiscipline, cheating, ragging, vandalism or any other unacceptable behaviour will result in withdrawal of benefits under the scheme. Selection Process The process involves verification of eligibility criteria by the respective educational institutions based on the application forms submitted by students. Heads of Institutions are responsible for ensuring only eligible students (admitted under the fee-waiver scheme, meeting income criteria) apply and verify the data. This verification includes checking for a valid income certificate from the competent authority or ration card of the parents, and ensuring the student is enrolled as a regular student in the specified years. For existing beneficiaries, adherence to all conditions and 70% attendance in the previous year will be verified. How to Apply Application Form: Students must fill out the prescribed application form. Submission: Submit the completed application form to their respective institutions where they are currently enrolled. Aadhaar Requirement: Applicants must possess a valid Aadhaar number and an Aadhaar-seeded bank account. Consent & Declaration: This Aadhaar and bank account information, along with a signed consent & declaration form, must be submitted during the MMNBA application process. Data Accuracy: Students are responsible for ensuring the data provided by them is correct and complete. Institutional Verification: Heads of Institutions will collect and verify application forms through their respective portals and submit correct data in the portal. They will also ensure that a valid income certificate from the competent authority or ration card of the parents is uploaded for verification. Nodal Officers: All Heads of Institutions shall notify one or two Nodal Officers for implementing the MMNBAasoni in their respective institution. Opt-out Option: Guardians can choose whether their sons will avail the benefits provided under the scheme. Intimation by Institutions: The Heads of Institutions will intimate the concerned authorities if any student has opted out of the institution or becomes ineligible. They will also ensure that the beneficiaries attend classes regularly. Award Amount Undergraduate (UG) 1st & 2nd Years: Each eligible male student will receive an incentive of Rs. 1,000/- per month. Postgraduate (PG) 1st & 2nd Years: Each eligible male student will receive an incentive of Rs. 2,000/- per month. Duration: The incentive is provided for a maximum period of ten (10) months per academic year. Non-payment periods: No incentive will be paid during the summer vacation or winter break (specifically mentioned as June and July or during any other month as decided by the Government). Payment Mode: Monthly DBT (Direct Benefit Transfer) through the Aadhaar-based payment system to the Aadhaar-seeded bank accounts of eligible male students.
