In-Semester (Internal) Assessment: 20 Marks
Course Objectives:
This course aims to provide a comprehensive introduction to the fundamental concepts, established frameworks, and practical dimensions of Disaster Risk Reduction and Management (DRRM). Students will be equipped with analytical tools to understand various vulnerabilities and hazards. A specific focus will be placed on examining institutional mechanisms, structural challenges, and community-led resilience models pertinent to India, with particular emphasis on the ecologically sensitive Northeast region.
Course Content (Units):
Unit I: Introduction to Basic Concepts (15 Marks)
Defining Key Terms: Hazards, Disasters, Vulnerability, Risk, Capacity, and Resilience; understanding the Disaster equation.
Disaster Management Cycle: Covering Mitigation, Preparedness, Response, and Recovery phases.
Global Frameworks: Discussion on the Sendai Framework for Disaster Risk Reduction & Sustainable Development Goals (SDGs).
Unit II: Vulnerabilities & Risk Management in India & NE India (15 Marks)
India’s Vulnerability Profile: Overview of major disasters in India.
Major Hazards in Northeast India: Focusing on significant events like the Great Assam Earthquakes of 1897 & 1950, Brahmaputra and Barak valley floods, and landslides in the NE states.
Institutional and Legal Regimes:
Disaster Management Act.
Institutional Structure: National (NDMA), State (SDMA), and District (DDMA) Disaster Management Authorities.
National Policies: National Policy on Disaster Management and the National Disaster Management Plan (NDMP).
Role of Executive Forces: National (NDRF) and State (SDRF) Disaster Response Forces.
Community-based Disaster Risk Management: Exploring Indigenous Knowledge Systems (IKS) in Northeast India for early warning and resilient livelihoods.
Modes of Internal Assessment (20 Marks):
Students will be assessed through:

CO-1: Evaluate human systems' interaction with natural hazards to create disaster risks, using global framework principles to design foundational mitigation strategies.
CO-2: Navigate and critique India’s three-tier institutional, legal, and financial disaster frameworks to determine correct administrative channels for disaster preparedness and response.
