This addendum, issued by the Office of the Registrar, Dibrugarh University, modifies the earlier notice dated 16.09.2026 regarding the organization of the Institutional-Level Speech Competition. Originally for Postgraduate (PG) students, the competition is now expanded to include Undergraduate (UG) students of Dibrugarh University. The existing committee is now also responsible for coordinating and organizing the Institutional-Level Speech Competition for UG students, in accordance with the guidelines from the competent authority. This addendum comes into force with immediate effect.
The competition is part of the 'Seva Sankalp Abhiyan', a state-wide initiative to provide students with a platform to articulate ideas on contemporary issues and promote critical thinking. It is structured into four categories with a progression from Institution Level to State Level.

Responsibilities of the Committee for the UG Speech Competition
The Committee shall:
Sensitise eligible UG students of the University regarding the Speech Competition and encourage their participation.
Organise and conduct the Institutional-Level Speech Competition for UG students within the prescribed timeline, i.e., within 25.09.2026.
Ensure proper coordination and conduct of the competition in a fair, transparent manner.
Select candidates from the Institutional-Level UG Speech Competition for participation in the subsequent District-Level Competition, as applicable.
Submit the name and relevant details of the selected candidates to the Registrar, Dibrugarh University, for onward communication to the concerned District authority.
Coordinate, as required, the participation of the selected candidates in the subsequent District-Level and State-Level competitions.
Maintain all necessary records relating to the participation, conduct, and results of the Institutional-Level UG Speech Competition.
Competition Categories and Progression
The competition is divided into four categories:
Category I: Classes VI-VIII
Category II: Classes IX-XII
Category III: Undergraduate (UG)
Category IV: Postgraduate (PG)
Progression Pattern:
Categories I & II (Classes VI-VIII & IX-XII): Institution Level → LAC Level → District Level → State Level
1st Position from Institution Level qualifies for LAC Level.
Top 3 from LAC Level qualify for District Level.
1st Position from District Level qualifies for State Level.
Categories III & IV (Undergraduate & Postgraduate): Institution Level → District Level → State Level
Top 3 from Institution Level directly participate in District Level.
1st Position from District Level qualifies for State Level.
Special Provision for Dima Hasao, Majuli, and South Salmara Districts:
For Categories I and II, the LAC-Level Competition will not be held. Top three ranked participants from the Institution Level directly participate in the District-Level Competition.
Colleges with Higher Secondary programmes in these districts will have their Category II students (Higher Secondary) participate directly in the District-Level Competition (top three ranked). Colleges should coordinate with the Inspector of Schools for clarification.

Week 1 (17th to 25th September 2026): Institution Level (Categories I, II, III, and IV)
Week 2 (27th September to 4th October 2026): LAC Level (Categories I and II only)
Week 3 (6th to 11th October 2026): District Level (Categories I, II, III, and IV)
Week 4 (13th to 15th October 2026): State Level (Categories I, II, III, and IV)
Institutional-Level Competition Completion Deadline: On or before 25th September 2026.
Institutional-Level Report Submission Deadline: On or before 26th September 2026.

Conduct of the Speech Competition
Each participant will be allowed a maximum of 4 minutes for delivery, with a warning signal after four minutes and a final signal at five minutes.
Mobile phones and other electronic reference devices are not allowed.
Language and Evaluation
Permitted Languages: Assamese, Bodo, Bengali, Hindi, and English.
Evaluation Criteria (Total Marks: 100):
Relevance and understanding of the topic: 25 Marks
Content and quality of ideas: 20 Marks
Organisation and logical presentation: 15 Marks
Originality and analytical ability: 15 Marks
Delivery, confidence, and articulation: 15 Marks
Language and communication: 5 Marks

Documentation and Reporting
Institutions must complete the Institutional-Level Competition within the prescribed timeline and maintain complete documentation.
Reports must be submitted through a Google Form link along with category-wise result sheets (signed), geo-tagged photographs, and judges' appointment letters, all merged into a single PDF (below 5 MB size).
The report should include a consolidated summary mentioning the category-wise total number of participants, details of the top three selected participants, judges, date of competition, and the name, designation, and contact number of the Nodal Officer.
LAC and District Levels organizing authorities must maintain similar records and the District-Level Coordination and Monitoring Committee will forward State-Level nominees' details.
General Guidelines
The competition will be conducted in a fair, transparent, and inclusive manner. Institutions must ensure timely communication to students and completion of the competition within the notified schedule.
